- Per Governor Walz’ March 2020 Executive Order 20-01, Minnesota was on ‘peacetime emergency’ footing in May 2020.
- Under that EO, the HSEM/SEOC under Commissioner Harrington’s Department of Public Safety was activated, with all State emergency agencies connected in it.
EO 20-01 cited HSEM’s responsibility to coordinate emergency response per the MEOP (MN Emergency Operations Plan)
Governor Walz’ April 2019 Executive Order 19-22 established the Disaster Response and Recovery Council (“DRRC”), and provided
“pre-delegation” of “emergency responsibilities” per
- MEOP Section D Declaration of Emergency, “…civil disturbance endangers life and property and local government resources are inadequate …”
- MEOP Section E Incident Management, “…all types of natural and other disasters…”
