Despite pleas of city officials and residents, State forces were not involved with “restoring order” until

“a midnight call the morning of” Fri May 29 from Mayor Frey informing Commissioner Harrington and unnamed others that

Lake St was out of control

MPD were out of resources and

3rd Precinct was lost.

Only at that point did the Commissioner decide it was time to ‘pivot from a static post of guarding critical infrastructure to a fast-moving operational approach of restoring order’.

Mayor Frey’s “midnight call Fri May 29” was when his plea for National Guard support was accepted.

How this call differed from his first urgent call to Governor Walz Wed May 27 6:29p is not public record.

Sometime after the “midnight call”, the Governor gave the Commissioner ‘a pretty simple task‘:

Convene the Senior Team ‘to protect lives and property’ which was “being burnt up literally every minute we delayed.”
